Draft Minutes of Lt Bytham PC Meeting 3rd July 2024 7.30pm in the Village Hall
- Public Forum (15 minutes maximum) None.
- Apologies for Absence. None.
- To receive declarations of interest in accordance with the 2011 Local Government Act. – personal or prejudicial interest in any items for discussion. None
- Draft Minutes of the Parish Council meeting held on Thursday 3rd of May 2024 to be approved as the Minutes. Having been previously circulated, the Minutes were approved unanimously.
4.1 Matters Arising. The Clerk confirmed he will place an order for a second dog waste bin this week and arrange delivery to Cllr Sharp.
- Welcome Mr J Hodgkin to the Parish Council. Mr Hodgkin completed the appropriate Acceptance of Office and DPI forms and joined the meeting.
- Completion of new DPI & Acceptance Forms. SKDC Democracy team, having requested all Parish Councils complete the new style forms, the Clerk circulated them to the Councillors and requested they be completed and returned to him electronically so that he can forward them to SKDC for their files.
- Councillors’ and Clerk’s reports:
7.1 County and District Councillors’ Reports. Neither County or District Councillors attended the PC meeting.
7.2 Councillors Reports. Cllr Smith raised the issue of the Carlby / Hollywell / Stamford Road crossroads advising of another traffic accident at this location. He said that although Highways had installed new road signage, this was obscured by hedging.
He also discussed the Willoughby Pub which now appears to be empty again. The Parish Council will make inquiries into future ownership and the possibility of it becoming a Pub once more.
8.0 Financial Matters
8.1 Financial report: position at bank. The Clerk presented the accounts to date which were accepted unanimously.
8.2 Cheques to be signed: Clerks salary £322.92. This was approved and signed.
9.0 Highways – Cllr Smith questioned whether there was any water quality monitoring of the local river they fish as he was aware that interested parties were testing other rivers in the area. Cllr Sharp confirmed, the local river warden carries this out process on a regular basis and reported to the Environment Agency.
10.0 Planning applications – S24/0788, Mr and Mrs Goring, Conversion and extension of existing outbuilding to form self contained ancillary domestic annex.

11.0 Correspondence –
11.1 e-mail received from Mr R Scott re village flooding. After discussion, it was agreed to speak with both County and District Councillors and take advice regarding what further action the Parish Council can take relating to this ongoing issue.
11.2 e-mail received from Mr S Brett re cleaning of War Grave at St Medards.
11.3 email received from Gordon Baldwin, Church Warden for St Medards, requesting a donation towards the cost of grass cutting. It was agreed to provide a donation of £300.
12.0 AOB. Cllr Hodgson suggested a Defibrillator training in conjunction with Village Hall. Clerk to contact the community NHS trainers and liaise a future date for the event.
13.0 Date of next Meeting – Thursday the 5th of September 2024.
