Draft Minutes of Lt Bytham PC Meeting 7th March 2024 7.30pm in the Village Hall
- Public Forum (15 minutes maximum) Two residents attended the Public Forum. One resident asked about the progress of the Willoughby Arms pub, “What is the building to be used for? When is it opening for business”? The Clerk will speak with the Parish Clerk for Carlby PC and SKDC Licensing for additional information. LCC Cllr Vernon will pass contact details of the owners of the Willoughby to LB Parish Clerk. The resident raising the issue feels the Willoughby Arms is an important asset to Little Bytham which is waisted all the while it is closed.
Another resident asked if the speed limit between the primary school and the entrance to the village could be a continuous 30mph. Cllr Vernon will speak with Highways about this and report back to the PC.
The Chair took the opportunity to thank the resident who donated the new Defibrillator which will be installed at the entrance of the Village Hall later this week.

- To receive declarations of interest in accordance with the 2011 Local Government Act. – personal or prejudicial interest in any items for discussion. None
- Draft Minutes of the Parish Council meeting held on Thursday 4th January 2024 to be approved as the Minutes. Having been previously circulated to the Councillors, the Minutes were approved unanimously.
- Matters arising: Cllr Vernon confirmed she has reported the concerns of the PC regarding the Carlby-Holywell-Stamford Road crossroads to Highways, a site visit will be arranged to discuss the problems with the existing road layout.
- Councillors’ and Clerk’s reports:
5.1 County and District Councillors’ Reports. Cllr Vernon confirm the consultation regarding devolution has come to an end, final decisions will be made at the forthcoming County Council meeting.
5.2 Councillors Reports. None.
6.0 Financial Matters
6.1 Financial report: position at bank. The Clerk presented the PC accounts to date, these were accepted unanimously.
6.2 To resolve to pay the following: Clerks Salary £322.92. LALC Renewal £152.72. After discussion, the Councillors
agreed payment of the above.
7.0 Highways. No reported issues.
8.0 Planning applications –
8.1 S23/1985, Mr M Parker, Erection of 3 detached dwellings, Land Off Station Road, Little Bytham Little Bytham. (permission has been refused by SKDC Planning Office).
8.2 S23/1238, Sherhoz Khan, Erection of 2 storey, 4 bed dwelling house, Land Adjacent Hill View Station Road, Little Bytham Lincolnshire NG33 4RA. Circulated to PC. (SKDC Grants Planning Permission).
9.0 Correspondence –
9.1 e-mail received from Cllr Carr confirming, due to business and family commitments she must tender her resignation from the Parish Council.
9.2 e-mail received from a resident requesting amended data from a historical planning application be included in the PC minutes. The Clerk took advice from the Chief Executive of the Lincolnshire Association of Local Councils who confirmed, the Parish Council have no obligation to minute amended data relating to an historical application.
10.0 AOB The Clerk would like to advise residents of Little Bytham, there are three vacancies on the Parish Council. If any resident would like to become involved in the wellbeing of the Village, please contact the Parish Clerk for an application form. clerklittlebytham@gmail.com
