Draft Minutes of Lt Bytham PC Meeting 31st August 2023 7.30pm in the Village Hall
- Public Forum (15 minutes maximum) No members of the public attended.
- Apologies for Absence Cllr Carr & Cllr Smith both offered their apologies.
- To receive declarations of interest in accordance with the 2011 Local Government Act. – personal or prejudicial interest in any items for discussion. None.
- Draft Minutes of the Parish Council meeting held on Thursday 6th July 2023 to be approved as the Minutes. Having been circulated prior to the meeting, the Minutes were approved unanimously.
- Matters arising: The Clerk advised he had received a new quotation for repairs to the Parish Room Wall following his comments in item 4.1 at the PC meeting held on the 6th of July. The quote was received after the publication of the August Agenda. The Clerk read the details of the quote. After discussion, acceptance of the quote was Proposed by Cllr Hodgson and seconded by Cllr Hoyles. Cllr Hodgson advised she has been trying to identify who the defibrillator is registered to. Cllr Robins provided contact details, Cllr Hodgson will speak with the organisation and re-register the unit to its correct location.

Community Funding Workshop
The Community Funding Workshop has been confirmed for Thursday 21st September at the Corn Exchange in Stamford basement room – 6-8pm. It is designed to inform community groups about funding allocation, Lottery SK, SK Community Fund and the UK shared prosperity fund.
The free workshop will provide informal discussions on what’s available to support small grass root events and initiatives through to larger projects needing capital investment.

House Hold Support Fund
The household support fund (HSF) aims to provide support to vulnerable households that are most in need during the period 2023/2024. The Funding has been made available by the DWP and is being distributed by District Councils elected members supporting SKDC residents. Members can make a referral on behalf of residents who are struggling with the cost of household essentials. Please let me know if you have any residents that would benefit from this.
Bytham Spinney Update
As you are aware the Spinney is replacing play equipment in the coming weeks it was planned to start on site on the 11th September, it has now been put back to the 25th September.
5.2 Councillors Reports. None.
6.0 Financial Matters
6.1 Financial report: position at bank. The Clerk provided details of the PC accounts to date, these were accepted and approved unanimously.
6.2 To resolve to pay the following: Clerks Salary & Expenses £222.87, SKDC Election Recharge £79.48. These were agreed and signed.
8.0 Highways. Cllr Hoyle raised the issue of the gravel lorries passing through the village and the difficulty they have turning into and out of Station Road.
He confirmed, as an individual resident, he will start a petition to stop these large vehicles passing through the village, he also advised his intention to
escalate these concerns to the transport minister and others.
9.0 Planning applications –

9.3 S23/1440, Coups, change of use of agricultural barn to 2 x residential dwelling house (C3), Prior Notification Part 3 Class Q, Pilkington's Farm, Witham Road, Little Bytham, Lincolnshire, NG33 4RD. (Circulated to PC) Awaiting decision.
9.4 S23/0764/PSLET, PUBLIC SPEAKING AT THE PLANNING COMMITTEE, Erection of a dwelling: 1 New Estate, Little Bytham, Lincolnshire, NG33 4QL. (Circulated to PC)
9.5 S23/0764, (Notice received after distribution of the August Agenda), Mr and Mrs James and Mandy Hodgkin, Erection of a dwelling, 1 New Estate Little Bytham Lincolnshire NG33 4QL, Decision/Date 25th August 2023, (SKDC Grants Planning Permission).
10.0 Correspondence –
10.1 Katti Denyer, Kids Christmas Party Donation. The Clerk advised receipt of an email requesting financial support for the annual children’s Christmas Party. Cllr Hodgson proposed a donation of £175, considering the cost-of-living increase, this was seconded by Cllr Sharpe.
11.0 AOB Cllr Hodgson revisited the sighting of a dog waste bin in Church Lane. The Clerk suggested a litter/dog waste bin which if approved by SKDC, the bin will be emptied by the bin men on their normal collection day. The Clerk to contact SKDC.
