Draft Minutes of the Annual Meeting of the Parish Council held on the 10th of May 2023, following the Annual Parish Meeting.

  1. Appointment of Chairman and Vice Chairman for 2022/23. The signing of the Acceptance of Office forms by all Councillors will be done after the Meeting. Cllr Hodgson confirmed she would be happy to continue as the Chairperson for the coming year. Cllr Murphy agreed to be the Vice Chair. Both posts were agreed unanimously.

2.0Apologies for Absence. None.

  1. To receive declarations of interest in accordance with the 2011 Local Government Act. – personal or prejudicial interest in any items for discussion. None.
  2. Draft Minutes of the Parish Council meeting held on Thursday 2nd March 2023 to be approved as the Minutes. Having been circulated prior to the meeting the minutes were agreed and approved unanimously.
    1. Matters Arising. The Clerk confirmed receipt of the requirements from Highways re the location of a Dog Waste Bin in Church Lane, A final location for the bin will be decided early June.

5.0 Councillors’ and Clerk’s reports:

5.1 County and District Councillors’ Reports. SKDC Cllr Robins provided an update on District Council, highlighting, after the elections, the new District Councillors were settling into their role, due to the losses and gains, it was likely that a coalition will be formed to create a majority.

5.2 Councillors Reports. None

6.0 Annual Governance Statement and Financial matters:

6.1 To declare Lt Bytham PC exempt from a Limited Assurance Review.   The Clerk confirmed, as both income and expenditure are less than £25,000, the PC need only complete the annual exemption certificate.  This year as last, the audit and certificate were completed by Fiona Hatchman of Additions Accountancy.

6.2 Annual Governance Statement: The Clerk presented the AGAR forms for the 2022/23 period, these were accepted and signed at the end of the meeting.

            6.3.1 To Resolve the Approval of the Annual Governance Statement, for publication. This was agreed, the Clerk will publish the AGAR forms on the

 PC website.

            6.4 Cheques for signing. Village Hall Heating contribution £750, Zurich Insurance renewal £254.69, Lt Bytham PCC, (Church grass cutting) £500. Additions Accountancy £60. These were agreed and signed.

7.0 River Pollution (Anglian Water). After receiving concerns from several residents regarding the smell from the river Cllr Hodgson contacted

 Anglian Water who responded within the hour. After testing the water, they confirmed it met regulatory standards.

 Cllr Carr also contacted AW, asking for sight of test results proving their finding, however they refused to produce them.

 The PC will escalate the matter to the local MP.

8.0 Glenside News. The Councillors agreed to provide Glenside News with a copy of the minutes from the PC meeting For publication in the magazine.

9.0 Highways. No issues were raised.

10.0 Planning applications

10.1 S23/0162, Mr & Mrs Hodgkin, Erection of two storey side extension, Chimneys, Creeton Road, Little Bytham, Lincolnshire, NG33 4PU (circulated to Councillors)

10.2 S22/1899, Mr Shehroz Khan, Erection of 2 storey, 4 bed dwellinghouse, Land Adjacent to Hill View Off Station Road Little Bytham. (Permission Granted by SKDC)

10.3 S23/0081, Ms V Fort, To raise the pitch of the roof of the two storey house, conversion of the attic and removal of central chimney. Lawnwood 91 Creeton Road Little Bytham Lincolnshire NG33 4PX. (Permission Granted by SKDC)

10.4 S23/0680 Mr &Mrs Hodgkin, Retention of existing residential use of land, and the erection of 2no vehicular garages. Chimneys, Creeton Road, Little Bytham, Lincolnshire, NG33 4PU (Circulated to Councillors)

10.5 S23/0518 Dr P Candler, Submission of details relating to conditions 3 (design) and 4 (construction methodology) of S22/1528 (Replacement play equipment. The Spinney Creeton Road. (SKDC Planning, submitted details are acceptable).

11.0 Correspondence

11.1 email received from Mr R Hoyles, expressing an interest in becoming a Parish Councillor. Mr Hoyles attended the meeting and provided a brief resume of himself. After discussion the Councillors unanimously agreed to Mr Hoyles request and welcomed him to the PC, at which point he signed the acceptance forms and joined the meeting.

11.2 An email was received from the Lt Bytham Village Hall confirming receipt of £250, allocated from the Lottery Coronation Fund. This will be used for a community event in the Village Hall on Sunday the 7th of May.

12.0 AOB. Cllr Hodgson requested a training date be set for residents interested in learning how to use the Defibrillator. Date to be advised. The Clerk encouraged Councillors to attend LALC training sessions, especially the new Councillors.

Cllr Hoyles raised concerns about the parking on the corner of Station Road, with cars parked on the junction and the ever-increasing size of the gravel lorries trying to turn on the corner, he felt it is an accident waiting to happen.

The Clerk will contact Highways and organise a site visit with a view to resolve the problem.
