Draft Minutes of Lt Bytham PC Meeting 3rd March 2022 7.30pm
- Open Forum: No residents attended the Open Forum.
- 2.0 Apologies for absence: None.
3.0 Declarations of interest in accordance with the 2011 Local Government Act. None.
4.0 To approve the draft minutes of the PC meeting held on 6th January 2022: These were adopted unanimously.
4.1 Matters Arising: The Clerk advised, no interest had been shown in the advertised vacancy for a new Parish Councillor.
5.0 Councillors' Reports
5.1 SKDC Cllr Penny Robins provided an interesting update from SKDC, a pre’cis of which is listed below.
On the Budget the Government has confirmed the extension of business rate relief to hospitality, leisure and retail sector.
From April parking in Stamford, Bourne and Grantham will increase by 10p per hour.
An increase of £5 for annual collection on the green bins.
The Platinum Jubilee waste collections will be as normal on the Thursday and Friday even though they are Bank Holidays.
The St Medard’s sign has been ordered and will be replaced in the next few days.
Planning for the houses on the plot next door to St Medard’s is still with the Legal Team. I will update you accordingly.
5.2 Cllr Hodgson provided an update on the Parish room, she advised the entrance gate is damaged. Quotes for a replacement to be obtained for consideration. Also, the Clerk to discuss the Parish Room wall repair quotation with the Zurich Insurance.
6.0 Financial Matters.
6.1 Position at the bank: The Clerk provided the accounts to date which were accepted unanimously.
6.2 Cheques to be signed: To resolve to pay the following: Clerks Salary £207.54, LALC annual renewal £138.4. These were agreed and duly signed.
7.0. Speed Signs (new volunteers): Cllr Lohmann-Bond took on the responsibility for the Village speed
sign. Cllr Murphy took on the responsibility for the parish notice board.
8.0 Platinum Jubilee: After discussion, it was agreed, the Parish Council will invite residents who are
interested in forming a Platinum Jubilee Committee to contact the Parish Clerk. A leaflet will be distributed to each resident.
9.0 Mallard Pass Solar Farm: Cllr Robins provided the following update for the proposed Mallard Pass Solar Farm.
An update on Mallard Pass and how the Parish Council and or the residence/village can help.
The scoping report for the potential development has been sent in to Planning Inspectorate.This has been published and is available on line from the following link:

The Mallard Pass action group which I would encourage you to make contact with and register as an interested party have responded with a very comprehensive report. This report and other comments from SKDC have been submitted in reply to this document. mallardpassactiongroup@gmail.com.
10.0 Planning applications: None.
11.0 Correspondence: Cllr Lohmann-Bond received an email from a resident regarding local
bus cancellation, Cllr Robins will investigate and provide any information available. The Clerk
received an email from a local gardening group asking if they could have the old PC notice
board, after discussion the Councillors agreed to the request.
12.0 AOB: Cllr Smith advised he had been approached regarding a memorial bench in memory
of Mr Kip (Chris) Hulme to be placed at the foot bridge in Church Lane. This will be included on the
May Agenda for discussion.
Cllr Lohmann-Bond asked if the issue of planting Wildflower in selected areas of the village can
be added to the May Agenda, this was also agreed.
