Minutes of Lt Bytham PC Meeting 4th November 2021 7.30pm
- Open Forum Four residents attended the Open Forum. Questions were raised by two residents representing the Village Hall, they were concerned about the reduced number of Committee Members, now only four, the PC offered to support them with marketing activity, posting recruiting flyers on the notice board and other publications. Two other residents advised the PC they had sent letters of representation/objection re planning application S21/1940. The Chairman confirmed the matter was on the Agenda for discussion later in the meeting. The representative for the Crime Precept survey was not able to attend.

3.0 Declarations of interest in accordance with the 2011 Local Government Act. None.
4.0 To approve the draft minutes of the September 8th meeting: These were adopted unanimously.
4.1 To approve the draft minutes for the EGM held 7th October: These were adopted unanimously.
5.0 New Agenda Items
5.1 Acceptance of co-option Mrs E Murphy: Mrs Murphy provided her signed Declaration of Acceptance and Localism Act 2011 forms and was warmly welcomed by the Parish Council.
5.2 Current Cllr vacancies: 1- Phil Inskip resignation, expected return of Cllr Gerhard Lohmann-Bond by end of the year.
5.3 Spinney donation request from Patrick Candler. In principle the PC agreed to make a donation of £350 and will invite Mr Candler to the next PC meeting.
5.4 Beacon for 2022 Platinum Jubilee. After discussion, the PC agreed to seek potential safe locations to site the Beacon for the Jubilee event.
5.5 Station Rd/Church Lane SID placement. Following requests from residents, the Clerk will contact SKDC to seek approval for the sighting of an SID in the location of Station Rd & Church Lane.
5.6 Parish Website. The PC discussed the need to update the PC website. The Clerk confirmed he is happy to undertake this role and will do so as soon as possible.
5.7 Castle Bytham Traffic Survey Lt Bytham PC will liaise with Castle Bytham on this matter.
Ongoing:
5.7 Road & Speed issues in the Village. Cllr Adams has previously confirmed, LCC have formed a committee looking into a wide-ranging number of issues, Gravel Lorries, speeding in local villages to name just two. The Committee should have made policy decisions within the next ten months, Cllr Adams suggests that will be the time to discuss Traffic Calming options and the like.
5.8 Anglian Water & Environment Agency. Cllr Fraser confirmed she is still in communication with Anglian Water and Jackie Murry the local River Warden.
5.9 Church Bells. Cllr Fraser confirmed she has spoked with the Church representative and is awaiting information on the structure’s suitability before a decision can be made regarding a donation.
5.9.1 Parish Room. Cllr Hodgson & Murphy were shocked at the condition of the Parish Room which contained a considerable amount of historical paraphernalia. The PC plan to re-decorate the room. Cllr Hodgson & Murphy will liaise the clearance of these items with their owners.
5.9.2 Parish Room Wall Insurance Claim Cllr Sharpe to contact Phil Abbot for more detailed quotation.
5.9.3 Vehicle issues on High Street. Due to the increase in the number of Gravel lorries driving through Lt Bytham, Cllr Murphy will monitor this activity and report to the PC at the next meeting.
5.9.4 Village Entrances. The PC would like to place Flower Planters at the entrances of Lt Bytham, the Clerk will research costs and provide information at the next PC meeting.
5.9.5 Neighbourhood Plan. Due to the complex and comprehensive nature of the Neighbourhood Plan, the PC will discuss it further with SKDC Cllr Penny Robins.
5.9.6 Sidewalk at the end of the Village to Creeton. Cllr Fraser confirmed SKDC consider the area too dangerous to work on it at present. This area falls into the boundary of Creeton PC.
5.9.7 Hedge between St Medard’s & New Estate Lane. The issue is now being followed up by the Homeowners and their Solicitors.
5.9.8 COVID 19 responses. None
6.0 Financial Matters.
6.1 Position at the bank. Current A/C £20.006.26, Savings A/C £254.92
6.2 Cheques to be signed CHUB Insurance £108.00, J Kirkham £100.00. Agreement to fund Village Remembrance wreath, £20 last year.
7.0 Planning Applications: S21/1710 Application is pending a decision, consultations are continuing. The PC will send an extract from the minutes (08/09/2021) to Daniel Allen SKDC, regarding representations made during the Public Forum 8/9/21.
S21/0947 Creeton Rd, Dropped Kerb to driveway, Declined “Harm to Street Scene”
S21/1940 Land adjacent to Poplar Rise: PC would comments regarding Flood Risk, also referencing Storm Drain and figures supplied by Anglian Water for discharges, refer access to Highways, any disputed access should be raised by land owners, SKDC Planning would be asked to consider Street Scene and possible overbearing of neighbouring properties, The Design and Access and Planning Statement provided by the Developer to accompany the Full Planning Application were considered detailed and highly informative.
8.0 AOB. Cllr Fraser read a general update report from SKDC Cllr Penny Robins which the Councillors found of interest.
