Minutes of Annual Parish Meeting.

Held at 7.30pm on 05/05/2021 conducted virtually on zoom due to COVID-19.

Present: Mrs S Fraser (Chair), Mrs E Inskip (Clerk), Mr P Inskip (Vice Chair), Mr J Sharp, Mr S Smith, County Councillor Mr B Adams

Two members of the public were present.

1. Chairs Welcome: Cllr Fraser welcomed everyone to the meeting. Cllr Fraser gave a note of thanks to Mrs S Mcfarland and Mr F Hughes who had resigned during the year. Their help and achievements over the years has been greatly appreciated.

2. Targets from previous years APCM & the impact of COVID-19:

• Continue to fight for the speed limit by the Spinney to be lowered.

• Pathway to school to be completed.

• Formulate a report regarding speeding in the village utilising data from the Speed Indicating devices.

• Neighbourhood plan; attempt to get a group formed and plan organised.

• Parish Room Renovations.

Due to the impact of COVID-19, many of the targets have had to be put on hold for the year and therefore will be continued this year.

3. Targets for coming year:

• Continue to fight for the speed limit by the Spinney to be lowered: A letter has been sent to County Cllr Adams regarding this after the TRO was refused and LBPC will continue to fight for it.

• Pathway to school to be completed: This is on a Highways list due to it being in a 60mph area and needs to be monitored.

• Formulate a report regarding speeding in the village utilising data from the Speed Indicating devices: The data gained so far is not representative due to COVID-19. It is therefore hoped that data gained in the coming year will be more representative to use with highways.

• Neighbourhood plan: Cllr Fraser will attempt to get a group formed and plan organised.

• Parish Room Renovations: Thus far there is a quote for outside maintenance but not inside maintenance. Once Covid legislation allows it is hoped to move ahead with quotes and maintenance work.

• Village signs: Signs to mark the village entrances in the hope that this will help reduce speeding.

• High Street vehicle issues: Road markings or some sort of speed/weight notification to indicate the need to slow in this area due to the narrow width.

• Anglian Water: Cllr Fraser continues to notify and communicate with Anglian Water of the issues in the village.

4. Open floor to the public for any matters arising.

• One member of the public discussed the situation of the lorries on Creeton Road, which is causing distress and safety concerns for parishioners. The perception is that the 20mph advisory speed by the school is being completely ignored and lorries are constantly speeding in this area. It was also noted that on one day alone the parishioner had counted 10 lorries passing their property between 6am and 6.45am. At the bottom of the hill by Glen Close is also a concern as it is too narrow, hence the verges are having to be used.

• A member of the Parochial Church Council was present. They discussed the Church grass cutting maintenance and stated that a contribution would be gratefully received again if possible, from LBPC, as the maintenance had increased due to the graveyard requiring more grass cutting. The Church bells were also mentioned. The PCC would like to get the 2 bells not presently used working in the tower. They had been tested and serviced and an approximate costing of £1000 would be required to do this. Any contribution that could be provided towards this would be gratefully received.

• Received: £14,200.13
