LITTLE BYTHAM PARISH COUNCIL
Minutes of Extraordinary General Meeting,
held at 7.30pm on 07/10/2021 in Little Bytham Village Hall
Present : Cllr Fraser ( in the Chair), Cllr Smith, Cllr Sharpe, Cllr Hodgson
Attending Mrs E Murphy, Cllr Nick Robins, Cllr Penny Robins
Welcome: Cllr Fraser welcomed all to the meeting and clarified the Notice and Agenda had been published for the requisite period and only matters on the Agenda could be considered
1,Resignation of Chair. The Resignation of Mr Philip Inskip was recorded. In the absence of any other Councillor offering to fill the role it was resolved that Cllr Fraser, currently Vice Chair, would become interim Chair.
2.Resignation of Clerk. The Resignation of the clerk, Mrs Elizabeth Inskip was recorded. Cllr Sharpe noted the excellent work Mrs Inskip had undertaken and all Councillors were in agreement. The Clerks files and PC Laptop and printer are in Cllr Fraser’s possession and are in excellent order. Cllr Fraser had approached local villages for interim Clerk support but had yet to receive confirmation of capacity. Cllr Nick Robins suggested approaching Chris Hatch who clerks for various local villages.
3.Co-option of Mrs Elizabeth Murphy.
As a long time resident of Little Bytham and following an application and previous clearance by the clerk it was resolved to co-opt Mrs Murphy.
The necessary paperwork was to be completed and A Guide for Councillors would be emailed.
Bank Signatories will need to be amended : Action Cllr Fraser and Cllrs Hodgson and Murphy

4. Planning Protocols:
Cllr Penny Robins and Cllr Nick Robins joined the meeting to provide guidance.
It was agreed going forward that a Parish Council Meeting would be scheduled for the first Thursday of every month. General meetings would occur in January, March, May (Annual General Meeting and Parish Meeting), July September and November with intervening months being reserved for Planning issues that might arise.
The Parish Council was considered too under resourced to set up a separate Planning Committee.
Cllr Nick Robins was able to clarify that the Parish Council should comment within the usual boundaries set out but local knowledge was also pertinent. For example the questioning of Highways based on local knowledge was acceptable.
