May 2019 Annual Parish Council Meeting

Minutes of Annual Parish Council Meeting Held at 7pm on 09/05/2019 at Little Bytham Village Hall

Present: Mrs S Fraser (Chair), Mrs E Inskip (Clerk), Mr P Inskip, Mr G Lohmann-Bond, Mr J Sharp, County Councillor Mr B Adams, District Councillor Mr C Benn

Apologies: Mrs S Mcfarland, Mr S Smith

Chairs re-election: It was previously agreed by all Councillors that Cllr Sara Fraser continue in the role as Chair for the year, and thus the declaration of acceptance of office for Chair was signed by Cllr Fraser accordingly prior to all meetings.

1. Minutes: Minutes of the last Annual General Meeting held on 3rd May 2018 were presented and approved.

2. Matters Arising from previous AGM:

• Speed Indicating devices: Ongoing.

3. Finances (as of 31.03.2019):

• Current Account: £6579.84

• Savings Account: £7645.20

A significant proportion of this money is allocated to several projects this year, including the purchase of three Speed Indicating Devices and the maintenance of the Parish Room.

4. Annual Governance and Accountability Return:

4.1 The Annual Governance Statement was discussed and approved by each councillor. Both Cllr Mcfarland and Cllr Smith had previously seen the statement and as they were not present at this meeting had approved it prior to the meeting.

4.2 The Annual Accounting Statements were discussed and approved by each councillor. Each councillor was able to see the bank statements and all transactions throughout the previous year. Again, as Cllrs Mcfarland and Smith were not present at the meeting, they both gave their approval prior to the meeting.

5. Targets for the coming year.

• Upgrade of Parish Room: Cllr Smith will access the Parish Room in the summer and report back on any required work. (SS)

• Three speed indicating devices to be installed in the village.

• A neighbourhood plan to be prepared for Little Bytham. (SF)

• The path leading to the school to be cleared to ensure safety for pedestrians.

• A footway from Little Bytham to Castle Bytham was also discussed, however the feasibility of this did not look favourable. (No further action at present)

• Cllr Inskip recommended that it was important this year to try and focus on getting the 60mph speed limit in the Spinney area reduced to 30mph and do all that we can to try and push for this and all Cllr’s agreed. Cllr Adams stated that he would try and get the highways manager to look at this and walk around. (BA)

• Look to see if anyone is interested in filling the Cllr vacancy that has arisen.
