Draft Minutes of Lt Bytham PC Meeting 6th August 2027 7.30pm in the Village Hall

  1. Public Forum (15 minutes maximum). Father Ed attended the public forum; he introduced himself as the new vicar for St Medards Church. Representing the Church, he asked if the Parish Council would be prepared to make a contribution toward the grass cutting and maintenance of the church yard. The Clerk advised this would be discussed under AOB and that he was welcome to attend the rest of the meeting.
  1. Apologies for Absence. None.
  1. To receive declarations of interest. In accordance with the 2011 Local Government Act. – personal or prejudicial interest in any items for discussion. None.
  1. Draft Minutes of the Parish Council meeting held on Thursday 7th May 2026 to be approved as the Minutes.

           Having been previously circulated the minutes were accepted unanimously.

  1. Matters Arising. None.
  1. Co-Option application. The Council to vote that the Council can Co-opt new council member subject to no election started by the 8th of June 2026. A letter of interest was received from Mrs Cooper; this was discussed by the Councillors who agreed unanimously and welcomed Mrs Cooper to the Parish Council. The Clerk provided the necessary documents for signature.

6.0 Councillors’ and Clerk’s reports:

6.1 County and District Councillors’ Reports. Cllr Vernon outlined developments to date for the Lincolnshire Reorganisation, (See note in Agenda item 8.0) Cllr Vernon will also speak with Highways and ask why the speed sign between the primary school and the Spinney has not been reduced to 30MPH as agreed in February 2025. 

6.2 Councillors Reports. Cllr Smith asked if there were any developments with the Village Pub, Cllr Robins will obtain contact details of the owners and pass them to the PC who will write requesting up to date information of their intentions.

7.0 Financial Matters

7.1 Financial report: position at bank. The Clerk provided the accounts to date which were accepted unanimously.

7.2 Cheques to be signed: Additions Accountancy £75.00, Glasdon Ltd £226.40 (Dog waste bin, LALC £165.24 (Annual renewal), Glasdon Ltd £120.34 (Dog waste bags).

Clerks Salary £344.76. These were approved and signed.

8.0 Lincolnshire Reorganisation Update – Extract from SKDC website.

The Government has announced its chosen option for Local Government Reorganisation (LGR) in Greater Lincolnshire.

Two new unitary authorities will be created – a City of Lincoln unitary covering the city as well as some neighbouring wards in North Kesteven and West Lindsey; and another covering the rest of North Kesteven and West Lindsey and the four other Lincolnshire districts. 

The existing unitary councils of Northeast Lincolnshire and North Lincolnshire will continue. 

Please note that the announcement represents the Government's intention, which remains subject to legislation and any potential legal considerations before implementation.

A Structural Changes Order will be drawn up following this announcement.

The SCO will be presented to Parliament before the end of the calendar year and is expected to come into force in March 2027 following a number of parliamentary procedures. Elections for the new unitary authorities would then be held in May 2027. They will initially serve as shadow authorities and go ‘live’ on 1st April, 2028.

9.0 Parish Room Key Holders – The Councillors discussed some of the issue related to the Parish Room keys.

Keys have been lost or loaned out and misplaced in recent years. The Councillors agreed that new locks be fitted

to the Parish Room and a high-quality key safe be installed, with access limited to the essential few.

10.0 Planning applications

S26/1150, Arqiva UK Ltd, Land At Little Bytham Sewage Treatment Works, Little Bytham Road, South Kesteven , Little Bytham, NG33 4SU,

Installation of a 12m street works telecommunications pole supporting smart metering equipment, including omni, GPS and 3G antennas, together with an equipment enclosure at the tower base and four concrete bollards associated with the Anglian Water smart metering network. (Circulated to the PC).

S26/0910, EI Property, Land North of Chimneys, Little Bytham, Agricultural shed for housing of machinery. (SKDC Planning Office advise, Will not require the formal submission of details). Circulated to the PC.

11.0 Correspondence

11.1 Email form Sam re the state of 1 Station Road.

11.2 Email from Mr A Bubb re sale of Railway ticket office.

11.3 Email from Mr G Baldwin re road development close to his property.

11.4 Email from Mrs I Ebdon re grass verge cutting.

11.5 Email from Mrs S Fraser re Parish Room Keys.

11.6 Email from Judy Turner re Installation of a mirror at junction  of Witham Road and Station Road, a pothole on the corner of High Street and Church Lane.   

All the above have been circulated to the PC. The Clerk will try to resolve those issues in his remit.

12.0 AOB Cllr Sharp commented that the hedge outside of the new house build in Station Road was encroaching onto the pavement and causing an obstruction. Cllr Sharp will speak with the developer asking him to cut back the hedge.

Cllr Hodgson asked the Councillors if they would approve of a donation towards the Maths/English training Program for the primary school,(approximately £175),  as they did last year. The Clerk suggested that this be included on the agenda for the next meeting where a decision can be made.

Regarding the request from the Church for a contribution towards the grass cutting and maintenance of the church, the Councillors suggested a contribution the same as previous years.
