Draft Minutes of Lt Bytham PC Meeting 2nd March 2023 7.30pm in the Village Hall

  1. Public Forum (15 minutes maximum). Dr Chandler gave a brief presentation re the fund-raising efforts for The Spinney. The Chair advised this was an item for discussion on the Agenda this evening and thanked Dr Chandler for his presentation and reassured him of the LBPC continued support. Due to another engagement, Dr Chandler left the meeting. Another resident raised concerns regarding planning application S22/1899. The Chair confirmed the resident’s concerns will be discussed under item 11 on the agenda.

2.0 Apologies for Absence. None.

3.0 To receive declarations of interest in accordance with the 2011 Local Government Act. – personal or prejudicial interest in any items for discussion. None.

4.0 Draft Minutes of the Parish Council meeting held on Tuesday 5th January 2023 to be approved as the Minutes. The minutes were approved unanimously.

4.1 Matters Arising. The Clerk confirmed, he had spoken with Land Registry re the boundary to the Parish Room, the deeds to the Parish Room and the properties either side have no mention of boundary responsibility on the deeds. The builder is happy to start work on the repairs to the front wall as soon as the cold/frosty weather subsides. Regards the Dog Waist bin, the clerk is waiting for confirmation from Highways if a license is required to complete the work.

5.0 Councillors’ and Clerk’s reports:

5.1 County and District Councillors’ Reports. LCC & SKDC Councillors were not in attendance.

5.2 Councillors Reports. None.

6.0 Financial Matters

6.1 Financial report: position at bank. The Clerk apologised for not circulating the accounts to date prior to the meeting, he will forward them to the Councillors. A copy can be viewed at the end of the minutes.

6.2 Cheques to be signed: LALC Annual Renewal £140.22 Clerks Salary £.211.32. Theses were agreed and signed.

7.0 Co-Option. - Mrs L Carr. After a discussion, the Parish Councillors voted unanimously in favour of Mrs Carr joining the Parish Council. Mrs Carr completed the appropriate forms which will be forwarded to SKDC.

8.0 Village Hall Heating Contribution. The Councillors agreed to continue to support the Village Hall with a donation of £750. This was proposed by Cllr Smith and seconded by Cllr Hodgson.

9.0 The Spinney. Following on from Dr Chandler’s presentation, LBPC agreed, a letter of intent should be passed to Dr Chandler confirming their continued support for Spinney and their fund-raising activities.

10. Police Priority Setting. The Councillors asked the Clerk to respond to the Police Priority Setting Meeting survey with the three priorities listed below.

1. Continue the 30 MPH speed limit between Creeton and Lt Bytham.

2. Provided a higher visible Police presents in the Village.

3. Provide parking restrictions (yellow lines) at certain locations to easy parking hot spots.

11.0 Planning applications.

11.1 Preliminary Inquiry – The Grange, Little Bytham, Grantham, Lincolnshire, NG33 4QS. NGR: E: 501711, N: 317021(Circulated to PC. No comment.)

11.2 S23/0081 To raise the pitch of the roof of the two-storey house, conversion of the attic and removal of central chimney. Lawnwood , 91 Creeton Road, Little Bytham, Lincolnshire, NG33 4PX. (No comment from PC). (Received after publication of the agenda).

11.3 S22/1899. Following on from the comments from a resident during the Open Forum, the Clerk confirmed the closing date for representations of this application was the 25th of November 2022. The Clerk will enquire if a retrospective representation would be accepted at this stage. Cllr Smith advised the PC could only re affirm their original comments re application S20/0963.

12.0 Correspondence –

12.1 Received from two residents, Concerns regarding the re Co-Option of a Councillor. Both residents referred to the Monitoring Officer SKDC.

12.2 Email of resignation from Councillor. The Chair received an email of resignation from Cllr Fraser which was accepted.

13.0 AOB.  The Clerk advised the Councillors that elections for District, Town and Parish Councils will take place on the 4th of May 2023. He provided all Councillors who sought re-election with an application pack and explained the process to follow. Any resident of Little Bytham who qualify and would like to become a Parish Councillor, should contact the Clerk for an application pack.

IMPORTANT NOTICE, all who chose to vote must take PHOTO ID to the Polling Station.

Voter ID and the May local elections

In May, local elections will be taking place across South Kesteven. There will be a big change this year with photo ID required to be able to vote at a polling station; but it’s important to note that postal voters are not affected.

Accepted forms of photo ID include a passport, driving license, Blue Badge, Older Person’s bus pass, and identity cards with the Proof of Age Standards Scheme hologram. Most voters will already have an accepted form of ID - and those who haven't can apply online or via SKDC.

The Council is making it as straightforward as possible for those who need to obtain ID so they can cast their vote. People can apply free either online at gov.uk or through SKDC by completing a paper application form or applying in person.

SKDC administers the polls, so our preparations are well under way. The elections are a massive undertaking for us, when every District Council seat across South Kesteven will be contested - that’s 56 seats across 30 wards, as well as those for town and parish councils.
